Edward C. Siegel, President

Edward C. Siegel, President of CER and Principal Investigator, has a Master of Arts in Psychology from Mankato State University and 3.5 years of post Masters training in Psychology at the University of Wisconsin at Milwaukee. His area of concentration was in Experimental Psychology. He has been involved in medical and behavioral research since 1968. As a cofounder of Data Associates in 1977, Mr. Siegel had a key role in the creation of the Problem Monitoring System. Mr. Siegel moved on to Personnel Decisions Research Institute (PDRI) where he worked as a statistician on a wide variety of selection validation studies. While at PDRI, he also played a key role in the analysis of a large NIDA funded high school drug survey. Mr. Siegel began working for Control Data Corporation in 1981, where he developed and programmed a unique statistical process for classifying individuals into jobs. Mr. Siegel worked for two survey research firms, Questar Data Systems and the SPR Center, where he served in various marketing, production management, and software development roles before founding the Center for Evaluation Research in 1992.

As a research methodologist, Mr. Siegel has also designed and implemented numerous evaluation multi-site evaluation projects including those for:

  • Crisis Nurseries of Minnesota
  • Children's Trust Fund of Minnesota
  • Children's Trust Fund of Ohio
  • Youth Violence Prevention and Intervention
  • Seniors Agenda for Independent Living (SAIL)

Other evaluation projects include:

  • Rapid Response Survey Project
  • Powderhorn Park and Phillips Wellness Center Neighborhood Survey
  • Park Avenue Center.

Recent memberships include the American Association for the Advancement of Science, the American Statistical Association, the American Evaluation Association, and the American Psychological Society and Minnesota Professional. Mr. Siegel is currently serving on the Boards of Family Support Network, MPPAW and Hats and Mittens Charity Ball.

Winston Close, Senior Programmer Analyst

Winston Close holds a Bachelor of Arts in Physics from Wesleyan University. A specialist in object-oriented programming for desktop statistical applications, Mr. Close is also relied upon to learn and apply new software applications quickly. With CER, he has designed, developed, and implemented:

  • A custom software application for compiling and reporting results of batteries of psychological inventories
  • CER’s survey software system, successfully used for dozens of projects for clients such as Synet and Informed Decisions, Inc.
  • Two mass-market PC- and Macintosh-based psychological test systems for our client, American Guidance Service.
  • A user-friendly intake database for the Crisis Nurseries of Minnesota.

Mr. Close is experienced with a variety of development platforms including Delphi, C++ Builder, JBuilder and Visual Basic, as well as programming destkop databases such as Paradox, FoxPro, and Microsoft Access. He is also thoroughly proficient with networking languages such as SQL, HTML, and PHP.
